Economic development must adopt a human rights-based
approach. This study urges the government to allocate funds
toward development that benefits the community—not merely
pursuing economic growth while neglecting citizens’ basic
rights such as education, health care, and clean water—as these
three areas are priorities. This study aims to examine the
importance of a human rights-based approach to economic
development in Timor-Leste.
Methodology: This study employed a normative approach.
The subject of discussion is the legal norms governing human
rights-based economic development in Timor-Leste.
Results: Thus, the results show that the positive and
negative impacts on economic development must be grounded
in human rights. Development should not merely pursue
economic growth, but rather aim for economic development
that benefits society and the younger generation.
